Senior Pre-Construction Manager, Pre-Construction team

As a Senior Pre-Construction Manager, you will be part of the TES (Transportation Engineering Services) Global Engineering Services (GESS) Pre-Construction team with a long-term vision for shaping the future of the construction industry. Would you like the opportunity to travel and work in multiple countries and cultures? The position will be based anywhere in Europe, with ⚠% of time spent domestically or in other European countries.
You will independently manage complex, cross-functional industrial projects from site selection through design completion to permitting and contract execution. You will coordinate with the design team and inform project stakeholders, contribute to team performance and build trust and respect in all working relationships. You maintain scope and accelerate progress by making clear and timely decisions, identifying and removing roadblocks, and escalating appropriately. You will work with internal/external staff to achieve results through communication, assessing risk, removing roadblocks, making decisions, leading and influencing. They oversee professional service providers and ensure their skills and capabilities meet the requirements required for property and project qualifications. You will conduct price reviews of scope inclusions/exclusions and negotiate job costs with developers, general contractors, and design consultants. They estimate costs, manage due diligence, track timelines and create forecasts. These are fundamental components, including identifying and addressing factors that may impede the successful delivery of approved projects. You will oversee the implementation and management of Global Recruitment's safety programs and standards. They hold themselves and others to the highest standards and drive accountability for results. You negotiate with contractors, vendors, and suppliers.
A day in the life. Every day, you will represent TES to ensure Global Recruitment construction projects are executed safely, on time, and on budget while strategically improving processes, health and safety, cost, quality, and more. and sustainability performance. As a technical and project management specialist, you will lead and direct large, cross-functional teams through construction projects and skillfully motivate and focus personnel at all levels to achieve results. You will drive communication between departmental, front-line and executive-level managers while serving as the authority on project issues. You will use your experience and tools to understand gaps in project plans and propose solutions. You understand and negotiate the terms of contracts with developers, contractors, and consultants who represent Global Recruitment’s interests. Day-to-day tasks may include site verification, due diligence and risk analysis, design management, contract/lease and cost negotiation, and stakeholder and supplier management. For legal coordination, familiarize yourself with development/planning, fire regulations and building regulations. Serves as the primary escalation point for assessing the viability of potential future project team members; owns and tracks issues to ensure they are addressed, documented and resolved through leadership influencing team members. Excellent communication skills with frontline and executive level managers are a must.

Basic Qualifications Completed bachelor's degree in architecture, engineering, construction management or similar field with extensive experience as an architect, engineer, construction manager, Development managers represent owners in project management or other disciplines in the commercial development construction field. Solid, demonstrable experience in project management from the design phase through implementation and operations to the negotiation of construction, procurement and labor contracts.
Preferred Qualifications Bachelor's degree in Engineering, Mechanical Engineering, Operations, Supply Chain, Business Administration or equivalent STEM field Experience in at least two disciplines in the construction industry (if applicable)
