Job Description: Director of Social Security
The Directory of Legal Experts is responsible for providing policy units with expert advice on legal issues and developing the necessary legal infrastructure for the successful implementation of social protection measures. This DG will also provide administrative support to councils and committees, such as the Artists' Committee and FAVO. Additionally, it will serve as a center of expertise for social security for self-employed individuals and employees. The role of the Director of Social Security for employees is to fulfill a simultaneous role in the organization of social security for employees within the Directorate-General of Legal Expertise, as well as across the entire field of social security for employees. This commitment necessitates collaboration with other services, especially in the areas of analysis, monitoring, and international relations. Developing (legal) knowledge management in the field of social protection in Belgium and providing effective, timely, and relevant legal services to the executive committee and policy cells, including advising various councils and committees, defending the interests of the Belgian government, and managing disputes with citizens in the field of social security.
- Assist policy cells in the field of social security with staff.
- Prepare invoices and proposed decisions.
- Create circulars and administrative rules to clarify, standardize, and implement regulations among all partners.
- Monitor and evaluate results.
- Create effective communication, specifically towards the institutions we collaborate with, in collaboration with the Communication department.
- Support policy initiatives through advice, analysis, estimates, and other forms of evaluation.
- Represent the interests of the Belgian government at the Council of State, the Constitutional Court, and the courts regarding the powers of the FOD, and handle conflicts with citizens regarding social security for employees.
- Allocate necessary resources to achieve the strategic and operational objectives listed in the FOD's strategic plan and detailed in the annual operational plan.
As of the deadline for registration, you must have a basic diploma of the second level (for example, to be eligible for the scholarship, you must have a university diploma or higher education with an academic character or a level A function in the federal public service). Public service (diploma(s) and/or the decision to accept the scholarship will be posted on your online account. They must have at least six years of management experience or at least six years of professional experience, of which at least two years must be spent in management and at least two years must be specific (required for demonstration). The definition of management experience is derived from management in a government department or private organization. The term 'management' includes at least resource management, service organization, and external relations management, assuming a team of at least five employees. Years spent in classes A⚠, A⚠, and A⚠ are considered equivalent to management experience. The specific experience required includes having a national and/or international reputation in the field of social protection. To calculate the number of required years of professional experience, a year already considered as professional experience cannot be considered as specific experience if it pertains to performing the same function during the same period. The annual salary is €⚠,⚠.⚠ (Band ⚠) and the working conditions are described as follows: The salary scale/class describes the level of the position. This should not be confused with the group responsible for the position (management function-⚠, management function-⚠, management function-⚠), nor the height based on the salary category.
